CALL FOR CONSULTANCY FOR CEFRESA 2023-2027 STRATEGIC PLAN DEVELOPMENT

ORGANIZATIONAL BACKGROUND

Center for Resilience and Sustainable Africa (CEFRESA) is a non–profit organization that actively employs solid community-driven actions to foster Women’s Empowerment, effective Governance, inclusive and sustainable Food and Nutrition Security, Climate Change& Environmental Justice, and conservation methods. The aim is to alleviate poverty by using innovation to respond to challenges through comprehensive, contextualized, and integrated interventions. The organization focuses on promoting good governance, women empowerment, improving livelihood, and protecting the environment by stimulating economic growth and sustainable development. Partnership and stakeholder engagement is a strategic norm – building interconnected bridges of hope for local communities to self-realize and actively participate in overall development.

Since the establishment of the organization in the year 2020, the organization is empowering local communities to build their resilience and ensure their transformation is holistic. The organization catalyzes sustainable and long-lasting initiatives through social investment, capacity building, alliance building, and policy advocacy with local and national duty bearers and right holders.

The organization’s focus Strategic interventions are Food and Nutrition Security, Climate change &Environment Justice, Women empowerment, and Governance.

 

PURPOSE OF THE ASSIGNMENT

This consultancy aims to undertake the development of an effective strategic plan that will advance the organization’s sustainability. The strategic plan 2023-2027 will define the future direction of CEFRESA, and become a high-performing organization that will innovatively respond to community needs and emerging trends.

The strategy is anticipated to advance the organizations’ efficacy and sustainability in promoting a greener society and sustainable growth based on collaboration and diversity.

 

STRATEGIC PLANNING PROCESS

CEFRESA will provide the consultant with all necessary support, including providing relevant documents and logistical support; assisting in arranging meetings with other actors; arrangements for Virtual meetings.

The use of participatory processes is expected. Critical reflection by members and stakeholders is integral to this strategic planning initiative. As such, under the overall guidance of the Executive Director, the consultant will work closely with CEFRESA management team, to provide for active and meaningful engagement of CEFRESA board & members, relevant government representatives, and other stakeholders.

It is expected that data will be analyzed using a rigorous and transparent analysis framework, summarized, and presented back to CEFRESA management to aid in the prioritization of strategic directions.

 

SCOPE OF THE ASSIGNMENT

The main objective of the consultancy is to provide technical, strategic and facilitation support to enable the development of a 5-year Strategic plan for CEFRESA that takes into account the current internal and external operating environment and provides a clear roadmap to enhance the organization’s sustainability and effectiveness. Develop an analysis framework and work plan to guide the assessment.

The consultant(s) is expected to:

  1. Conduct a desk review of CEFRESA’s work, analyzing the socio-economic and political environment within which CEFRESA is operating.
  2. Facilitate strategic planning and review workshop(s) for the KCDF board, staff, and stakeholders.
  3. Use the generated evidence to design CEFRESA Strategic Plan that will spell out CEFRESA comparative advantage and competitive niche and provide beacons for future policy, frameworks, and programmatic orientations.
  4. Development of a robust MEL framework.
  5. Facilitate strategic plan validation workshops for the CEFRESA board, staff, and stakeholders.

 

 KEY DELIVERABLES

Expected deliverables of the assignment include:

  1. An inception report detailing the methodology, the tools, and the workplan associated with the assignment, including the list of persons to interview, a description of the workshop and any other activity envisaged. The timeframe and due dates for delivery shall be agreed upon between the Consultant and the CEFRESA Management team, the members of which will be communicated to the selected consultant.
  2. A two-day strategic planning workshop for the CEFRESA team, Board, and selected stakeholders.
  • The CEFRESA strategic plan for the period 2023-2027 and its annexes, comprising an operational plan and budget.
  1. A consultancy report on the process, including stakeholder consultations, the highlights of the strategic planning workshop, and its evaluation.

 

PROPOSED METHODOLOGY

The consultant is expected to propose a methodology that effectively results in the expected deliverables as outlined in this Terms of Reference. A participatory approach and critical reflection by the Board, Management, Staff, and key stakeholders will make the process meaningful.

The following steps are recommended:

  • Hold an inception meeting with CEFRESA management to review the guidelines and prepare an inception report detailing the development of the Strategic Plan.
  • . Development of the data collection tools, work plan, and other guidelines for the strategic planning process (as part of an inception report).
  • Conduct focus group discussions and key informant interviews with CEFRESA Board, Management, Partners, and other key stakeholders to:
  • Identify the critical strategic areas, issues, opportunities, and shortfalls to address in the new strategic plan.
  • Develop the first draft of the strategic plan for review by
  • Review and validate the draft strategic plan in liaison with the CEFRESA Management and Stakeholders.
  • Finalize the strategic plan, including the theory of change, implementation and evaluation framework, and budget.

 

QUALIFICATIONS AND EXPERTISE

  1. The lead consultant should hold, at a minimum, a master’s degree in organizational development, social studies, Strategic Planning, Business development, or a related field.
  2. The lead consultant is expected to have at least 5 years’ experience with Strategic Planning; experience in participatory approaches, organizational development processes, documentation, institutional strengthening, and Facilitation & Interpersonal skills.
  • Ability to understand and conceptualize diverse development programs and demonstrate an understanding of community development needs and stakeholders’ engagement approaches.

 

CONSULTANCY PERIOD

This assignment is due to be fully completed by mid-June 2023 and should start on 5th May 2023. It is anticipated the work will involve a maximum of 25 consultant days. The days include time for document preparation and reporting.

The expression of interest should comprise:

  1. A letter of confirmation of interest.
  2. A broad outline of the approach that you would use (2 pages max)
  3. Capacity and experience to meet the requirements of the ToR (short CV).
  4. A statement on relevant previous experience with contacts of three Independent Referee /previous clients
  5. An indicative budget covering daily rate(s). Rates should be in KSH and inclusive of VAT.
